3.1i MODULAR MAP: constant (1 or 0) driving a module pin is pushed across the module boundary, creating bad NCD.

General Description:
When processing a modular design (containing an active module), map will optimize a constant driven from outside the module into a control pin with a default state.

For example, if a ground is driving register set/rst inputs. map still creates a
pseudo-driver for the constant input port, but that driver has no loads since they've
all been optimized.


This problem will be fixed in the first 3.1i quarterly release, currently
scheduled for August, 2000.
